CONSTITUTION OF THE CITY DARTBALL LEAGUE
ARTICLE I
NAME
Section 1. The name of this Organization shall be called The City Dartball League.
Section 2. There will be no principal office of this organization.
ARTICLE II
MEMBERSHIP
Section 1. Any man of good character is eligible for membership in this Organization.
ARTICLE III
GOVERNMENT
Section 1. The government of this organization shall be vested in an Executive Board,
consisting of a President, 2- Vice- Presidents, Treasurer, Secretary, Asst. Secretary,
3 Rules Board Members; and a Board of Directors.
Section 2. The Executive Board of this Organization shall be elected in the manner prescribed
in the By-Laws and shall hold office for apreiod of one year, or until their
successors are elected.
A. Rules Board Member is to be elected for a 3 year period.
1 year member to be Board Chairman.

Section 3. The Board of Directors will consist of one member from each team in the
City Dartball League as stated in the By-Laws.
ARTICLE IV
AMENDMENT
Section 1. This Costitution may be amended by a three-fourths vote of the Board of Directors
present at any regular or special meeting.
THE BY-LAWS OF THE CITY DARTBALL LEAGUE
ARTICLE I
GOVERNMENT
Section 1. The Government of this Organization shall be vested in an Executive Board which
shall be subject to the will of the Board of Directors.
Section 2. The Board of Directors shall consist of one member from each team and shall be
Captain of that team.
Section 3. A vacancy on the Executive Board shall be filled by vote of the Executive Board.
Such appointee to serve until the next regular election.
Section 4. A vacancy on the Board of Directors shall be filled immediately by the will of their
team. Such appointee to serve until duly relieved by his team members.
Section 5. The Executive Board will vote an annual elections, or at times provided
in the By-Laws only.

ARTICLE II
MEMBERSHIP
Section 1. Membership in the Organization shall be as provided in the Costitution.
Section 2. Membrship shall be defined as those who are playing members of a team that
he has signed with, and he shall be referred to as a player for that team.
Section 3. Those accepted to membership by the teams, may remain an active member of
the City Dartball League as long as their names are placed on the annual roster of
their team. However, active membership ceases if the member's name does not
appear on the roster and he shall not take part in meetings, or games of Dartball
unlesss otherwise as stated in Article II, Section 6.
Section 4. The names of the team players of each team shall be given to the League Secreteary
at the December meeting and if not by then, will forfeit each game until roster
is in. The name, address, and phone number of the member to serve on the
Board of Directors shall be sent to the League Secretary before the season starts
of each year.The member from each team that serves on the Board of Directors
shall be Captain of his team
Section 5. Any member partaking in one game of Dartball with any team becomes the sole
property of that team for the current season and cannot partake in any game of
Dartball with any other team in the League with the exceptions as stated in
Article II, Section 8.

Section 6. No player shall be signed after January 1st of each year, however, in case of a
member being called into Military Service, death of a player, or a player that
transfers to working hours during the regular season, or a season ending injury
a team may sign a replacement after January 1st with approval of Executive Board.
Section 7. The team that signs a new player that is not on the roster that was sent to the
Secretary, must notify the opposing Captain that the new player will start in the
game, and his name must be sent to the League Secretary the same night with
$15.00. Any team playing a game of Dartball with an unsigned player shall lose
the game by forfeit.
Section 8. Any change of players from one team to another team during the season must be
brought before the Executive Board for action before the player can partake in a
game of Dartball with another team. Ther will be no transfers after January 1st.
ARTICLE III
ELECTIONS
Section 1. The Executive Board shall be elected by single majority by the membership. In case
a tie occurs in any eletion, that tie shall be broken on the same date by another
ballot or ballots necessary.
Section 2. Elections shall be held annually during the month of April at a predesignated place
in the vicinity of the League. At the annual election, there shall be elected a
President, 2 Vice-Presidents, 1 each in the American League and the National League
a Treasurer, a Secretary, an Asst. Secretary, and three Trustees for 1,2,&3yr. terms.

Section 3. Voting shall be by members of the City Dartball League that played as a player of a
team during the immediate past season, and no members shall cast more than one
ballot. Proxies and absentee ballots will not be recognized.
Section 4. The Executive Board shall take office on the same date of the elections.
Section 5. Teams may elect their member to serve as Captain and on the Board of Directors
as they wish.
ARTICLE IV
DUTIES OF OFFICERS
Section 1. The duties of the President shall be as follows:
A. Supervise the affairs and activities of the Organization.
B. Preside and maintain order at all meetings.
C. Supervise and assist the officers in the performance of their duties.
D. Appoint members to be approved by the Board of Directors to serve
on committees.
Section 2. The duties of the 2 Vice-Presidents shall be as follows:
A. Perform the duties of the President in his absence, if appointed.
B. Assist the President with all committees.
C. Shall assume Treasurer duties, in his absence, if appointed.
Section 3. The duties of the Treasurer shall be as follows:
A. Maintain an adequate set of finance records and prepare a financial
report for all meetings.

B. Be responsible for dues owed and be responsible for their colletion.
C. Be responsible for all funds of this Organization.
Section 4. The duties of the Secretary and Asst. Secretary shall be as follows:
A. Record the minutes of all regular and special meetings.
B. Maintain a complete file of the meetings and attendance.
C. Prepare and provide a league schedule for all games for the current
season for each team.
D. Prepare and provide score sheets for all games, along with current
roster and rules for all the teams.
E. Prepare and provide the league standings.
F. Prepare and provide means of getting game totals, wins and losses from
each team within the same week that the game is played.
G. Prepare and provide publicity for the local newspapers.
Section 5. The duties of the Board of Directors (Captains) shall be as follows:
A. Inform his members of all the activities in the league and keep his members
fully informed of the league rules.
B. Attend all meetings during his stay in office, or if unable to attend, appoint
a representative to attend in his place.
C. Be responsible for all rules of the City Dartball League and collecting $15.00
per man on roster.
D. Be responsible with the team sponsor for paying entrance fee, obtaining score
sheets, schedules, and all necessary material for the season before season starts.

E. Notify Treasurer or Executive Board member of a death of a player, or his
immediate family, or any other business that pertains to the City Dartball League.
Section 6. RULES COMMITTEE
A. Interpret rules and recommendations to Executive Board and Board of Directors.
B. Inspect places of play or new courts of teams that change places of play.
ARTICLE V
FINANCE AND DUES
Section 1. Annual dues for each team's membership shall be $80.00 a year, payable at a set
date by the Executive Board before the start of the season.
A. New teams pay $180.00 nonrefundable deposit.
Section 2. All teams, whose dues remain unpaid after October 15th shall be dropped from
the City Dartball League by vote of the Executive Board.
Section 3. Dues shall be broken down as follows:
A. $35.00 for League expenses.
B. $15.00 for Secretary expenses and fees.
C. $30.00 Meeting fee deposit payed back at banquet meeting if you attend
July, December, and Banquet meetings.
Section 4. Any team filing a protest will send in a $10.00 fee. If protest is upheld
fee will be refunded.
Section 5. Teams will be fined double enrty fee at beginning of next season for failing
to play previous seasons final scheduled week.

Section 6. All expenditures of this Organization will be approvred by a simple majority
vote of the Executive Board and the Board of Directors.
Section 7. Funds of this Organization shall be withdrawn from the bank with which they
are on deposit by joint signature of two of three joint signature of the
President, Treasurer, and Secretary.
Section 8. The League will pay $50.00 to the President, Teasurer, and Asst. Secretary,
and $20.00 per team in the League to the Secretary each year for their services.
Section 9. The League will buy all necessary trophies at the end of the season that are not
donated. The number of trophies and total price to be spent shall be set by the
Board of Directors each year, as soon as possible after the total amount to be
donated has been announced.
Section 10. The total amount of trophies to be bought by the League shall be for the awards
of standings for first place through third place and playoff winners.
Section 11. A $50.00 donation shall be sent by the League for the death of a City Dartball
League Member, or his immediate family. Mother, Father, or Child.

ARTICLE VI
MEETINGS
Section 1. All meetings shall commence at 7:30 p.m. and no new subject shall be considered
after 10:30 p.m. at any meeting.
Section 2. At least three regular meetings shall be called each year; during the months of
April, July, and December. Special meetings may be called by the President at
any time with the approval of the Executive Board.
Section 3. All team Captains must be notified by the League Secretary at least one week
prior to the meeting date.
Section 4. Meeting places must b e kept Quiet and from all nonmembers interference.
Section 5. Meeting places can be held only at a team's place of play.
Section 6. All teams must have an opportunity to host a League meeting. This will be done
by drawings, leaving the team that was drawn for the previous meeting out of the
drawing for the next meeting until all teams have been host. If a team cannot be
host for a City Dartball League meeting, a second drawing will be held, or until a
place can be available to host a meeting. If a team is drawn and cannot be host,
the team must remain out of the drawings until all teams have had their chance
to hold a meeting at their place of play. New teams entering the League are not
eligible to host a meeting until all original teams have been host.

Section 7. To be eligible to host a meeting, the team drawn must be present at the drawing,
which is held at the conclusion of each regular meeting.
Section 8. Meetings during the season shall be among the Executive Board, the Board of
Directors, and team sponsors only.
Section 9. Members of the Executive Board cannot answer roll call for their team at any
meeting, except if two members of the same team is on the Executive Board
and at the meeting.
Section 10. Only one vote per team will be counted at all meetings except for the annual
election of Officers.
Section 11. Robert's Rules of Order shall govern all meetings of this Organization at the
discrepancy of the President.
ARTICLE VII
AUTHORITY TO BIND
Section 1. No member of this Organization shall contract for or incur any debt or enter into
any agreement, or otherwise obligate this Organization except by authorization
of the Board of Directors.
Section 2. Every team shall have a right to submit a bid for any activities concerning the
City Dartball League.
ARTICLE VIII
GENERAL ORGANIZATION OF TEAMS AND LEAGUES
Section 1. The City Dartball League shall be divided into two seperate leagues, American

and National, and each league shall be divided into two divisions, American-
Red and White, and National- Blue and Gold, each having the same amount of
teams when ever possible.
Section 2. Each division, American and National League, shall have seperate standings to
determine positions in each league and they shall conduct play-offs in the same
manner in each league. Each league will be awarded the same amount of trophies.
Section 3. If any team loses a team, a replacement team may enter the league by a two-thirds
majority vote of the Executive Board and the Board of Directors after the season is
over and before the next season begins.
Section 4. All new teams wishing to enter the City Dartball League must make their wish known
by the last Monday in July of each year. New teams wishing to enter have their place
of play inspected by the Executive Board or designated members of the Board of
Directors for sufficient room and lighting. Height of the ceiling from the floor level
shall be a minimum of 7 foot 4 inches.
Section 5. All new teams entering the league must pay their entrance fee immediately after
acceptance into the League.
Section 6. If a team changes their place of play, regardless of the amount of players moving
with the team, will be considered as a new team.
Section 7. Teams that have to change their place of play because of a natural disaster,

closing of, destruction of, or sponsor request, may request an appeal to Article VIII,
Section 6. The Executive Board will rule on the matter and their decision shall
be final.
Section 8. No league or division can have more than two teams playing at one place.
Section 9. Teams may be moved from one league to the other by two-thirds majority vote of
the Executive Board and the Board of Directors.
Setion 10. Each team shall have a minimum of nine players and a maximum of tweny-five.
Section 11. Each team will appoint a Captain who will serve on the Board of Dirctors as stated
in Article I, Section 2.
ARTICLE IX
OFFICIAL GAME BOARD
Section 1. The official game board shall have a minimum measurement of 48 inches square,
diamond shaped, made of a suitable material to accept darts.
Section 2. The center of the board shall be 50 inches from the floor.
Section 3. The playing diamond shall be 36 inches square, divided into 12 inch squares and
shall be inclosed bby a strip 4 inches wide, designated as a foul space, bordered
by a minimum of a 2 inch "out" strip.

Section 4. The bases shall all be diamond shaped and have the following sizes:1st base-8 inches
2nd base- 7 inches; 3rd base- 6 inches; Home Run- 4 inches; all square. The double
play, triple play and sacrifice shall be 3 inches square and diamond shaped.
Section 5. All boards shall be painted the same in a flat paint, in the following colors:
Strikes in red, Bases in green, Ball in yellow, a Foul area in light green. Outs,
double play, triple play, and sacrifice in white. The brand and shade of the paints
will be set at the discretion of the Board of Directors.
Section 6. Metal strips only can be used for the dividing lines and shall be as thin as possible,
consistend and being clearly defined, and shall extend a maximum of one-eighth inch
and a minimum of one-sixteenth inch of the playing surface.
ARTICLE X
OFFICIAL GAME RULES
Section 1. All teams will meet during the year as scheduled by the League Secretary. If the
Home team's grounds are not available on a scheduled night, the team Captain
may play the games at any court in the league, or change the date by mutual
agreement of the opposing Captain.
Section 2. To change the date of the game, or the place of play, the opposing Captain shall
be notified at least 48 hoursin advance, unless change is due to weather conditions,

then the opposing Captain shall be notified at least by 1/2 hour before the
scheduled starting time.
Section 3. All postponed games shall be played in three weeks, unless the last night of play
during the season, then the games shall be played that same week.
Section 4. If a team postpones a game, the other team Captain shall give the team that
postpones the game at least one night during the week that his team is able to play.
If no date is agreed upon each team will awarded a win with a coin flip deciding the third game.
Section 5. All postponed games must be brought to the attention of the League Secretary, by
the team that postpones the games, at least 48 hours after the postponement and
the date the games will be played.
Section 6. A. The League games shall start at 7:30 p.m. Any team showing up after 7:45 p.m.
will lose one game, after 8:00 p.m. will lose two games, and after 8:15 p.m.
will lose all three games.
B. Teams that forfeit three complete nights of play will be dropped from the
League after the third night. All games they have played will be changed to byes.
Section 7. Each team shall have 15 minutes practice time before the first game, the Home
team being first to practice. There shall be no practice if a team shows up later
than 7:30 p.m. There shall be no practice between games, unless players have
not been in the line up, prior.
Section 8. The Home team will provide a score keeper and at least one umpire at all scheduled
games during the regular season. A line Judge may be used upon request by either
Captain. The two Captains shall write their line up on the score sheets and the

scorer shall keep an accurate score. Two score sheets must be used, each Captain
getting a copy after each game. Home team to have a score board.
Section 9. The teams must bat in the order as written on the score sheet. If a player bats out
of turn, he shall be automatically out provided that the next batter has thrown at
least one dart, regardless of where the dart lands. If several players bat after a
player has batted out of turn, outs shall be scored back to the correct player bat-
ting in his turn. A mxaimum of three outs per inning and no hits or runs shall be
scored regardless how many players bat out of turn in one inning. The corrected
batting order shall be agreed on by both Captains before play can be resumed.
Section 10. Article II, Section 1-8 reference as to membership and players will apply in all
games of Dartball.
Section 11. Nine players constitute a regular team and nine players must be used if nine
players are present.
Section 12. Games can not be played with less than seven players. If seven players are used,
the vacancies in the line up will be Dummies and an out shall be scored for each
Dummy's turn at bat. Dummies can be placed any where in the line up and can
not be moved once the line up is established. Players arriving late may
replace a Dummy.
Section 13. Players must be seated in their batting order, in front of the throwing line, if at
all possible, or 10 feet behind the throwing line, or 5 feet to the side of the
batters box, if at all possible. Spectators must be kept 10 feet behind the
throwing line and 5 feet from the side of the batters box at all times.

Section 14. The man throwing must be the only man in the batters box. Other players must
remain seated until their turn at bat, except for an emergency and places where
all players can not be seated. No player may leave his chair unnecessarily or to
intimidate the opposing team by crossing the center line.
Section 15. The umpire on plays must make his decision before touching or removing a dart
from the board. If a dart is close to a wire, he shall give the team the right to
check his call before removing the dart.
Section 16. Nine innings shall constitute a game, but if a game is tied after the regulation
nine innings, extra innings will be played to determine the winner.
Section 17. There shall not be over a 15 minute recess between games and any team not
complying shall forfeit the game.
Section 18. Three games constitute a nights play during the regular season.
Section 19. Four feather darts shall be used, and all teams shall use the same style
and brand of darts.
Section 20. The delivery of darts shall be optional and must be thrown from a line 25 feet in
front of the game board, from a batters box 8 feet wide & 5 feet deep minimum.

Section 21. Any darts thrown by a batter is in play. Any darts sticking in the floor, ceiling, or
any object hanging from the ceiling before hitting the game board is an out.
Darts sticking in other darts on the board shall be scored the same as the dart on
the board. Darts hitting the board and failing to stick are "Dead Darts" and shall
be played over if they fall in front of the game board. If the dart sticks in the
game board and a large chunk of material or square falls out, the dart shall be
counted and scored accordingly.
Section 22. The game of darts shall be based on the game of baseball.
Section 23. Darts sticking in the Fouls, Outs, Strikes, Ball, and Base spaces shall be scored
the same as baseball. Base advances shall be done on a minimum. (Example:
Man on 1st base and dart hits the 1st base, the runner will only advance 1 base.
Man on 1st base and a dart hits the 2nd base, the runner on 1st goes to 3rd base.
Man on 2nd base and dart hits 1st base, man on 2nd base advances to 3rd base.)
Section 24. The spaces marked Double Play and Triple Play with no one on base shall count as
a Strike. Sacrifice with no one on base will count as a Ball.
Section 25. Double Play with one on base shall be counted as a Double Play, batter and man
on base are out. Double Play with two or more on bases shall be counted as a
Double Play, batter and the lead man on base are out. Triple Play with one on
base shall be counted as a Double Play, batter and man on base are out.

Triple Play with two or more on base retires the side. Base on Balls advance
runners only when forces. Sacrifice with one or more on base and two outs
retires the side.
Section 26. The batter shall be out when: the dart sticks in a space marked Out; the dart
sticks in the Double Play, Triple Play, or Sacrifice, except when conditions are
as stated in Article X, Section 24; by scoring three Strikes; by stepping over the
throwing line; or out of the batters box when in the act of throwing; when the
dart misses the game board; or by intentionally delaying the game after one
warning was given by the opposing Captain.
Section 27. Players must refrain from unnecessary motions while sitting in the batting order
and while a game is in progress. The Captains will keep all unnecessary noise from
from the players and spectators to minimum when asked by the other Captain.
Section 28. The League Secretary must be notified of the out come of all games by Post Card,
signed by both team Captains and post marked at least 48 hours after the games
have been played.
Section 29. Any game can be protested by a Captain, but he must notify the opposing Captain
immediately, and a written protest must be sent to the League President, post
marked within 48 hours. The Executive Board will call a meeting of the two
Captains involved and will act on it to the best of their ability, taking in
all considerations.

PROTEST--Mark player and inning on score sheet and game card immediately;
both Captains initial sheet and card. Send sheet and card to League
President. Executive Board will take action 10-14 days after notification.
Section 30. SPORTSMANSHIP--- The decision of the Executive Board and Board of Directors is
that any League member who engages in any unsportsman like conduct at any
City Dartball League activity shall be subject to any or all disciplinary or
appropriate action. Unsportsman like conduct shall be interpreted as belating
game conduct or disorderly conduct. Any unsportsman like conduct protest shall
be written out and sent to the League President within 48 hours. The Executive
Board and Board of Directors will then call a meeting with the players involved
and act on the matter to the best of their ability, taking all things into
consideration.
ARTICLE XI
PLAY-OFFS
Section 1. All rules shall remain the same for the playoffs except that two neutral umpires
and a neutral score keeper shall be used if at all possible. Best three out of five
games will determine the winner in all playoff games. The game shall start at
7:00 p.m. with a maximum of a ten minute break between games. A neutral line
Judge will be used with request of either Captain.
A. If teams tie for a playoff position, the tie breakers will be as follows:
1- head to head record

2- record within the division
3- coin toss/or playoff to be determined by Captains involved
Section 2. The playoffs shall be among the top fourteams in each league.
Section 3. First Round-- 4 @ 1, 3 @ 2
Second round -- Lowest seed @ Highest seed
Host Teams are home for games 1,3,& 5 (If necessary). For the Championship Game
a coin toss will determine home team for games 1 & 3. A coin flip will determine
home team for game 5 if necessary.
ARTICLE XII
AMENDMENTS
Section 1. These By-Laws may be amended by a three-fourths majority vote of the
Board of Directors at any regular or special meeting.
STANDING POLICIES OF THE C.D.L.
POLICY #1
The City Dartball League Championship Trophy shall not be retired. It shall be awarded
each year to the City Dartball League Championship Team at the Annual Awards Dance.
POLICY #2
The team that has the Championship Tropy will be responsible for any damage to it, except,
when it is a special display by request of the Executive Board.

POLICY #3
The C.D.L. will hold an Annual All-Star Game each year. The game will be played in the
vicinity of the League on a Saturday night in January. Each team will select and send their
players to the All-Star Game. The names, current batting average, and phone number must be
sent to the League Secretary. The American and National League Players will compete against
each other as ateam. Five games will be played with a mximum of a ten minute break between games. The hosting Captain of the All-Star game shall be the Captain of the previous year
Championship winner. His team will be home team for games 1 and 3. A coin flip will
determine home team for game 5. Trophies will be awarded to the Captain and each member
of the winning team. All All-Star players should wear their team shirts, if available. Admission
charge at the door will be at the discrepancy of the Board of Directors.
POLICY #4
The C.D.L. will make every effort to hold an Annual Awards Dance in the vicinty of the League
as soon as possible after the Playoffs if funds are available and membership agrees. Team's
trophies will be awarded at the dance. Any profit or loss from receipts will be transferred to
or from the League Treasury.
